김정은 북한 국무위원장과 도널드 트럼프 미국 대통령의 2차 정상회담이 이틀 앞으로 다가오면서 두 정상이 어떤 성과를 이끌어낼지 전 세계의 뜨거운 관심사로 떠오르고 있다.

이와 관련 문화체육관광부 해외문화홍보원은 25일 해외전문가들이 전망하는 회담 성과와 의미 등과 관련해 최근의 외신 코맨트 내용을 정리한 자료를 배포했다.

다음은 해외문화홍보원의 2차 북미정상회담 관련 해외전문가 외신코멘트 자료 전문.

o Siegfried S. Hecker 스텐포드대 박사 外

- These advances did not happen because in April, Kim took the extraordinary step of ending, not just suspending, nuclear and missile tests…Still, contrary to the opinions of many Korea watchers, we conclude that Pyongyang has made much more progress on the denuclearization front than Washington has made toward normalizing U.S.-North Korea relations, which it pledged to work toward at the Singapore summit…With these recent comments on both sides, and the slowing of the North’s weaponization in 2018, the stage may be set for progress at the summit on both normalization and steps toward halting, rolling back and eventually eliminating nuclear weapons in North Korea.

- It is unbecoming for the US to use its political and financial influence to bully South Korea, particularly at a time when it is reaching for a historic peace with North Korea that, if fully realized, could have a transformative effect on the Korean Peninsula and serve the security interests of Washington and Seoul. The US should get out of the way and allow the two Koreas to drive the inter-Korean diplomatic process forward without meddling. Indeed, rather than try to weigh Seoul down, Washington should help Moon by allowing some of the minor but symbolically significant cross-border projects to come to fruition. The US would not be doing this solely for the benefit of South or North Korea. It is in America’s interest to transform the Korean Peninsula into a safer, secure and more economically integrated space, and arguably that outcome is more vital to US national security interest than Pyongyang’s denuclearization. The more stable and normal inter-Korean relations become, the less likely an armed conflict will be fought that would draw the US into another war and possibly lead to a US-DPRK nuclear exchange. Whether further progress on inter-Korean peace is possible will be determined in part by Washington’s stance in the months to come.

Trump’s summitry with Kim is partly hot air. But there’s something real and fundamental here, too, which could make the world safer.

- The second outcome—one which would be fantastic given the vegetative state that the working-level meetings have otherwise seemingly been in—is some sort of middle road agreement, or “interim agreement,” that focuses on slowing the North Korean nuclear program in some way, even through a partial fissile material freeze for example. A verifiable freeze on plutonium, tritium, and/or uranium production would have a meaningful impact on North Korea’s future force posture and would not require Pyongyang to provide an inventory of its entire program, which it fears is either a trap or a target list for the United States. But something of this magnitude, such as a partial verifiable closing of Yongbyon, would require a concrete concession from the U.S. Concessions could include some sanctions relief and maybe a permanent suspension of large scale exercises or more (Kim may lead Trump right where he wants to go on troops for example). This outcome could really move the ball forward if we can get it done. Both sides could achieve something meaningful without losing face; Trump can say the long-term goal is still denuclearization and Kim can say this is just step one and that he has not relinquished any of the “treasured swords of peace” he has already produced. This is actually the door we should be pushing on. Instead of swinging for the fences with a largely delusional insistence on unilateral disarmament without any concessions from the United States, let’s first try to get on base and build some trust through meaningful arms control objectives.

- This isn't weakness. It is a step-by-step process. For example: NK starts to dismantle its production facilities, freezes new production; we relax sanctions to allow North-South economic cooperation to proceed and declare Korean War over. We give a little, they give a lot.

- agree with @Cirincione completely.
(1) We have to accept that we aren’t going to get the grand slam of unilateral NK disarmament up front.
(2) But let’s see if we can get NK to at least start slowing and capping its program as a start 
(3) That’s not free so be ready to deal

- 앞으로 몇 주간을 북미 정상회담이 미국에게 가치가 있으려면 실무협상이 많은 진전을 만들어 내야 한다는 근본적 긴장관계를 해결하기 위한 노력이 주가 될 것임. 그러나 동 회담이 북한에게 가치가 있으려면 북한은 가능한 적은 진전을 원할 것인 바, 지켜볼 필요가 있음
- The next couple weeks have to grapple with the fundamental tension that for the summit to be worthwhile for the US, the working level talks have to make a lot of progress. But for the summit to be worthwhile for NK, they want to make as little progress as possible. Let’s see...

- It appears the Trump administration realizes the strategy of demanding the North Koreans denuclearize before they receive significant concessions is a dead end. There are indications US negotiators will be given some running room to pursue a more realistic phased approach.

- The Singapore Summit was a failure, and damaged the security of the US and our allies for little in return. With another summit in the making, I hope for tangible progress and fear for a repeat: little movement from Kim, major concessions from Trump.

- I support strong, principled, effective diplomacy. I commend Trump for engaging directly past Presidents did not. But if we repeat Singapore, we can kiss a non-nuclear DPRK goodbye. 

- 진정한 방식으로 비핵화를 진전시키는 내용이 있는 회담이야말로 한미를 더욱 안전하게 만듦. 또 한 번의 실속 없는 회담에서 공짜 양보만 내놓는다면 상황은 더욱 꼬일 것. 전자가 되길 바라지만 후자를 예상함
- A summit of substance that advances denuclearization in a real way makes America and ROK safer.  Another empty summit with free concessions by Trump would add insult to injury.  Hope for the former, expect the latter.
